In 1918, it united with Kingdom of Serbia, separately from Kingdom of Montenegro and the Podgorica Assembly. Thus, the legal grounds for Boka to join Serbia are valid. The obstacles are political and geographic. I propose the unification of Serbia and the entire Montenegro, but the quisling regimes in both Belgrade and Podgorica are indeed great obstacles to that goal.<br />Any unification of the Serb lands into a common state cannot produce a "Greater" Serbia. Just Serbia is adequate and sufficient because there would be nothing more natural than a united Serb state that includes all the Serb lands. Calling it "Greater" implies an expansion and a unification of Serb lands cannot be a matter of expansion but of a natural progression. <br />When it comes to the VKK line, that's a matter of technicality, practicality and above all else, feasibility.
